BugFixes

First bugfix for the game:

-> the tooltips for first and last building can't go wandering out anymore (they're pretty pissed)
-> selling batteries after increasing the stockage doesn't give negative electricity

-> storm duration: the number were in the wrong order
-> price gouging: upgrade did nothing cause I forgot to uncomment
-> if switching tab, the bug overflow would break everything. Now it's just ugly for 1 second then back to normal
